Departments still do not know their numbers

For the first time, the presentation of the Finance Bill to better measure the effectiveness of public policies. Since the reform of the procedure budget, entered into force in 2006, accompanied by hundreds of indicators of performance, 1,200 in total, each must be evaluated. A caricature example of this lack of transparency is given by the Ministry of the overseas, most of which performance indicators are "unavailable" for the year 2005. Here the main lessons of these annexes to budget 2007 including, traditional, on the details of tax revenues ("ways and means").

Departments still do not know their numbers. Transparency in public administrations of the State employment is progressing slowly. The Government has reduced its objectives: the growth of the sector should not exceed 7.3 in 2006 ( 100.000 posts) and 9 in 2007 ( 130,000 posts).
